Nope, it's the Record class ;)

Generally, I'm unsure that this kind of abstraction is really necessary. Having
a class to abstract away one or two MSI function calls looks like an overkill to
me. We could use the same approach as with the Windows handles here - create an
AutoMSIHandle class that will hold an MSI handle and close it automatically in
the destructor. We can overload the cast to MSIHANDLE to make sure that helper
class can be used with any MSI functions directly.

Oops. Bad copypasta.
For the main reason this class exists, see the explanation on class Database.
Class Record is separate because it's used both in database queries and also as
an argument vector for MsiProcessMessage, which is currently used for logging
and we expect to use for dialog boxes in the CA proper. If we need offline
database tools, then we'll want this class. If we don't, then the right thing to
do is just to incorporate this whole class into a wrapper around
MsiProcessMessage. I don't know yet what we'll need.
That would be nice, if possible. The problem is that some handles are allocated
within the API as side effects, and you don't close those explicitly. Some (like
the one here for Record) do need to be explicitly closed. It's just not
consistent. On the other hand, I don't see a need to go full generic here and
use a trait class to manage the differences in handle lifetimes either; that's
premature at the very best.

I don't know what the case is with lifetimes for record handles generally.
