All looks fine and I don't want to block the review, but what is the reason of
naming this ui.js ?

It seems like we would like to use something similar to prefs.js in
adblockpluschrome repository. So what about naming this ui-prefs.js ? Or
prefs.js but map to ui-prefs in platform ?

It feels for me a bit contr-intuitive because it might make a false assumption
that we are loading whole ui module rather than just prefs ?

Done.

I only called it "ui.js" because I couldn't think of any other functionality
that we might want to expose to the background page yet so I tried to keep the
name generic.

Therefore I really like renaming it to "prefs.js" to use it for exposing
preferences. Great idea!
