Why is this a template? Seems to me like it could be a static file, assuming
concat can deal with a mixture of file and template fragments.

Sure, it can be a static file - it's merely a template to have all pieces of the
file in one place. Same goes for the other head/foot templates.

Should be one import per package, according to PEP8 [1]. However, we might want
to overrule that, since we're not overly consistent there so far IIRC.

(Note that the import line below is fine according to PEP8.)
