GetAppLocale and GetDocumentationLink for IE faking

The app locale is being passed in by the host application, why does the host
application need to get it back from libadblockplus?

In case of adblockplusie, the engine gets the locale from the plugin, the value
being CPluginSystem::GetBrowserLanguage().

There is already an API to get preferences, why not use
filterEngine->GetPref("documentation_link")->AsString()?
