I think that we should include this message inside a <template> to be rendered
if your browser is detected and there is not a relevant section on the page;
assuming that all sections are shown by default (no-js, robots) and sections
without instructions will be omitted.

Could you please expand on this. What sort of <template> are you referring to?

You're definitely right that the no-js state here is not optimal.

Show all available instructions by default; // **no-js**

if (the user's platform can be detected) { // **js-only**
    hide instructions that do not match the user's platform;
    if (there are no instructions for the users platform) {
        show the error message;
    }
}

Place the error message inside of a <script type="text/template"> or <template>
[so that it isn't shown, so that it is not mistaken for content, so that
JavaScript doesn't have to be aware of it's translation].

Okay got it.

The support for <template> does not seem to be adequate
(https://developer.mozilla.org/en-US/docs/Web/HTML/Element/template)

I wasn't able to find much information on the support for <script
type="text/template"> besides this thread on reddit
(https://www.reddit.com/r/webdev/comments/3sek2i/question_template_vs_script_t...).
But since we are just using it to hold some text, I chose to use that route for
this purpose. 

For now, I just created the template and placed it in the article.tmpl . In a
separate issue, I will handle displaying the text in the appropriate place.
