Issue 1856 - Fall back to parent HTML element when "Block element" encounters an SVG element

Maybe we should check that the element is a SVGElement instead of that it isn't
a HTMLElement?

I'm just thinking perhaps the latter would match something else as well that we
haven't thought of?

Wouldn't that be rather a reason to keep checking for HTMLElements? The code
knows how to handle those. The issue addressed here isn't limited to SVG. The
problem rather is that our code is very specific to HTML, e.g. assuming that the
"src" attributes specifies the URL the element is loaded from, that certain
element however (<object>, <video>, etc.) specify their URLs in a certain
different way, and depending on HTML-only DOM APIs, to inspect the layout.
